Kyrgyzstan introduces fines for insults in media and Internet

Bishkek, Jan.31, 2025. /Kabar/. President of Kyrgyzstan Sadyr Zhaparov signed the Law “On Amendments to the Code of Offenses of the Kyrgyz Republic”.

The Law was adopted by the Jogorku Kenesh on Dec.19, 2024.

The purpose of the Law is to introduce liability for libel and insult.

The Law proposes to add Article 1071 to the Contravention Code of the Kyrgyz Republic, which provides for liability for libel and insult contained in the mass media, on a website or on a page of a website on the Internet, punishable by a fine of 200 calculation indices for individuals and 650 calculation indices for legal entities.

In addition, according to the amendments, protocols on offenses under the above article will be drawn up by internal affairs bodies, and courts will consider them.
