On July 23, the issue of employment for Kyrgyz citizens sent to Germany under the Ferienjob program through the German Academy Educational Center (Samara Academy) received widespread public attention in Kyrgyz social media and mass media. Publications reported that some citizens were left without work and housing and are in difficult situation.
According to the Ministry of Labor, Social Security, and Migration, the Kyrgyz Embassy in Germany and the Center for Employment Abroad conducted an investigation with Kyrgyz citizens, the management of Samara Academy, and Andy Weber, a representative of the employer, Global Recruit Services GmbH.
The investigation revealed that on July 20, 2026, the employer notified ESN of a significant reduction in order volumes, leading to the early termination of employment with 130 Kyrgyz citizens. This decision is based solely on operational necessity and is not due to any violations by Kyrgyz citizens. According to the terms of the employment services agreement, the duration of employment is set between 28 and 90 calendar days, but the employer reserves the right to unilaterally shorten the contract to 28 calendar days. Therefore, widespread reports of contractual violations are unsubstantiated.
Of the 130 Kyrgyz citizens, 50 have already been employed by other companies; employment efforts for the remaining citizens are ongoing and are being closely monitored. Approximately 80 are currently located in Bremen; the rest have either already been employed, have left, or are preparing to leave for other regions of Germany for further employment.
To verify the actual situation on the ground, assess the citizens' living conditions, monitor wage payments, and provide necessary consular assistance, Ambassador Omurbek Tekebaev and Consul Nazhimudinov departed from Berlin for Bremen on July 23. Furthermore, Kyrgyz consular officers in Germany are meeting with employers and citizens on the ground to promptly resolve the situation.
