Bishkek, Feb. 24, 2026. /Kabar/. On February 21, Deputy Minister of Economy and Commerce of the Kyrgyz Republic Meder Tumanov held an off-site meeting in Ak-Suu district of Issyk-Kul region. The meeting was held to monitor the implementation of large-scale investment project of national importance, "Ala-Too Resort All-Season Ski Tourism Cluster", and to assess the effectiveness of fulfilling its obligations.

As noted by the Ministry of Economy, in accordance with Resolution No. 638 of the Cabinet of Ministers of the Kyrgyz Republic dated October 6, 2025, the state-owned enterprise was transformed into Ala-Too Resort OJSC, whose sole shareholder is the Ministry of Economy and Commerce of the Kyrgyz Republic.

The ministry noted that the state-level project "All-Season Ski Tourism Cluster "Ala-Too Resort"" is being implemented in the resorts of Jyrgalan, Ak-Bulak, and Boz-Uchuk in Ak-Suu district of Issyk-Kul region. It aims to create a modern, year-round, international-level tourist center.

Key project parameters:

*Total area - 3,916 hectares;

* Length of ski slopes by 2038 - up to 250 km;

* Accommodation capacity - over 7,000 rooms;

* Potential attendance - up to 4 million tourists annually;

* Creation of over 7,000 jobs;

* Estimated investment volume: approximately €1.2 billion.

The project is planned to be implemented in stages until 2038.

Cabinet of Ministers of the Kyrgyz Republic has selected Doppelmayr Seilbahnen GmbH, a leading Austrian company and a global leader in the design, manufacture, and construction of ropeway systems, to implement the first phase of the project on Jyrgalan section. Doppelmayr Seilbahnen GmbH will serve as the service provider for the design, supply, and construction of the ropeway infrastructure.

The first stage of the auction for land plots in Jyrgalan tourist town took place in July 2025, resulting in the sale of over 14 properties. The second stage of the auction is scheduled for February 2026, with over 35 properties planned for auction.

The project envisions the phased development of ski, hotel, commercial, and utility infrastructure, including the construction of cable cars, trails, various types of accommodation, and public amenities.

During the meeting, participants were briefed on the current status of the project and the results of engineering and geological surveys for the tourist towns and cable car infrastructure construction sites, which are progressing ahead of schedule. The company's executive body presented a report, and issues related to compliance with implementation deadlines and the disbursement of funds were discussed.

Meder Tumanov noted that the state is ensuring the construction of basic utility infrastructure, including roads, electricity, water, sewerage, and communications. Furthermore, investor support has been organized using a one-stop shop approach, ensuring transparent interaction procedures.

"For the state, as a shareholder, it is fundamental to ensure the transparency of project implementation, adherence to deadlines, the effective disbursement of investments, and the timely resolution of identified issues." "Ala-Too Resort project is strategic and has the status of a project of national importance for the development of the tourism industry and the regional economy," said Meder Tumanov.

It is noted that the Ministry of Economy and Commerce will continue to coordinate and oversee the project's implementation as a shareholder of the company.
