Amendments on public procurement law approved

Bishkek, Jan. 22, 2026. /Kabar/. At session of Jogorku Kenesh, deputies adopted the bill "on amendments to the Law of the Kyrgyz Republic 'On Public Procurement'" in three readings.

Minister of Economy and Commerce Bakyt Sydykov noted that the proposed provisions are aimed at optimizing and simplifying public procurement processes. The bill also introduces the concept of state assignment in public procurement as part of the implementation of important and strategic state objectives.

MP Dastan Bekeshev inquired about how state-owned companies or state-owned enterprises will identify subcontractors. Sydykov responded that the general contractor will be responsible for the targeted and effective use of budget funds.

Bekeshev asked whether this would increase corruption risks. He cited the Ata-Turk Park as an example.

Ministry of Economy proposes introducing the concept of state building in the following areas:

- culture and tourism;

- education, science, and healthcare;

- holding events of the Presidential Property Management Department;

- construction, repair, and reconstruction of international highways;

- creation, increase in fixed assets, development of economic sectors, and development of funds;

- holding official events with the participation of the president, speaker, and prime minister.

The minister noted that these amendments will help reduce timeframes and costs, eliminate negative factors, and reduce bureaucracy.
