As part of the implementation of the State Strategy for Combating Corruption for 2025-2030 in Kyrgyzstan, new mechanisms have been introduced aimed at increasing transparency in the process of entering the civil service. Baktygul Usenalieva, Deputy Director of the State Agency for Civil Service and Local Self-Government told at press conference held at Kabar agency.
According to her, the institution is the executor and co-executor of 57 points of the strategy, of which it acts as the main responsible body for 13 points.
"The acceptance of documents in paper form has been completely stopped. Now the acceptance is carried out only in electronic format, which eliminates the human factor and reduces the risks of corruption. According to the law, persons with a criminal record (regardless of its liquidation), as well as citizens whose cases for corruption crimes were previously dismissed on unjustified grounds, are not allowed to enter the civil service," she said.
Usenaliyeva added that this norm also applies to military and law enforcement officers. In addition, candidates for military service must provide information about the convictions of their close relatives (this requirement is not imposed on civil servants).
"Previously, the verification of this declaration was entrusted to ethics commissions that did not work before, but now, in accordance with the law, this function has been transferred to the personnel departments of state bodies," she said.
Finally, Baktygul Usenaliyeva added that the standard of conduct for civil servants by 2026 has been approved, and the standard of accountability of state bodies has been developed and is being agreed upon.
He also noted that, in accordance with the list approved by the Prosecutor General's Office, each state body must create and approve its own list of positions with a high risk of corruption.
