Bishkek, Sept. 1, 2026. /Kabar/. The world is becoming increasingly multipolar, and multilateral institutions, including the United Nations, must be reformed to reflect modern realities. UN Secretary-General António Guterres stated during meeting in SCO+ format in Bishkek.
According to Guterres, the balance of power in the world is changing, but international organizations largely continue to reflect the realities of 1945.
"We must reform our multilateral institutions, including the United Nations and the entire system, to reflect today's realities, and enhance the representation and influence of developing countries to establish a just and equitable world order," he said.
The UN Secretary-General noted that the United Nations values its long-standing cooperation with the Shanghai Cooperation Organization. He highlighted four areas in which the UN-SCO partnership could be particularly important: global security, financing for development, combating climate change, and artificial intelligence.
Speaking about global security, Guterres emphasized the need for a peaceful, just, and lasting settlement of the conflicts in the Middle East, based on international law.
He called for the ceasefire in Gaza to be respected, the comprehensive plan to end the conflict to be fully implemented, and for the immediate removal of obstacles to humanitarian aid.
According to Guterres, sustainable peace in the Middle East is possible only through the establishment of two independent, sovereign, and democratic states—Israel and Palestine—living side by side in peace and security, with Jerusalem as the capital of both, in accordance with international law and relevant UN resolutions.
Regarding the situation in Ukraine, the UN Secretary-General called for a complete and immediate ceasefire. He stated that this would pave the way for negotiations to achieve a just, lasting, and comprehensive peace in accordance with international law, the UN Charter, and relevant resolutions.
Guterres also emphasized the need to reform the global financial architecture, ensure fairness and equality, and address the debt problem that is plaguing many developing countries. He also called for multilateral development banks to be made larger and more effective.
Speaking about climate change, the UN Secretary-General emphasized the need to reduce emissions and accelerate the transition to renewable energy sources. According to him, climate action must be accompanied by climate justice and significantly greater financial support for developing countries.
Guterres also emphasized the need for responsible and sustainable use of critical minerals, with increased value added in producing countries.
He identified artificial intelligence as another important area. According to the UN Secretary-General, AI should benefit all countries, and this requires appropriate protection and regulatory mechanisms.
Guterres thanked Kyrgyzstan for its support for the creation of an independent international scientific group within the UN and a global dialogue on the governance of artificial intelligence, which are designed to ensure that all countries have a voice in this area.
