Bishkek, Nov. 19, 2025. /Kabar/. President Sadyr Zhaparov signed the Decree on the National Program 'Healthy Heart' for 2025-2030.
In Kyrgyzstan, cardiovascular diseases are the leading cause of death. According to the National Statistical Committee, cardiovascular diseases accounted for more than half (52.3%) of all deaths in 2023.
The main goal of the Program is to reduce premature mortality by 25% and reduce the socioeconomic burden of cardiovascular diseases (CVDs) and non-communicable diseases (NCDs) in the Kyrgyz Republic.
This goal is planned to be achieved through the development of sustainable, integrated, digital, and patient-centered system of prevention, early detection, treatment, and rehabilitation, ensuring equal access to medical care for all categories of the population.
The key strategies for the prevention, diagnosis, treatment, and high-tech care of cardiovascular diseases and noncommunicable diseases (NCDs) represent a set of interconnected areas included in the Program, ensuring the full cycle of medical care: from self-monitoring and prevention at the family level to the provision of high-tech care at national centers.
Popular health is the highest priority of the state policy of the Kyrgyz Republic and one of the key indicators of the country's socioeconomic development. Ensuring the health of citizens is viewed not only as a humanitarian and social responsibility of the state, but also as strategic resource for the country's sustainable development.
With the transformation of the healthcare system, the increasing burden of cardiovascular and other noncommunicable diseases, an aging population, and changing lifestyles, the development of modern, integrated, sustainable, and patient-centered solutions aimed at prevention, early diagnosis, effective treatment, and rehabilitation of patients is particularly urgent.
According to the Decree, in order to improve the quality and accessibility of medical care, ensure the timely and effective implementation of state policy in the field of public health protection, and develop the healthcare system of the Kyrgyz Republic, guided by Articles 66 and 71 of the Constitution of the Kyrgyz Republic.
To approve:
1) National Program of the Kyrgyz Republic "Healthy Heart" for 2025–2030;
2) Action Plan for the implementation of the National Program of the Kyrgyz Republic "Healthy Heart" for 2025–2030;
The state bodies of the Kyrgyz Republic involved in the implementation of the Action Plan:
1) take strict measures to implement the Action Plan within the established timeframe;
2) at the end of each half-year, no later than the 10th day of the month following the reporting period, provide information on the progress of the Action Plan implementation to the Ministry of Health of the Kyrgyz Republic.
