Bishkek, July 27, 2026 /Kabar/. Minister of Justice Ayaz Baetov shares on his social media page, regarding the procedure for leasing land plots for 49 years, the issue of migration and external debt from China.
According to the minister, the law on leasing land for 49 years has been in force since 1992. However, over the years, there have been cases where some citizens and foreign tenants have rented land for a long time and held it without making any construction or investment.
In this regard, the president has instructed to review the procedure for leasing land.
According to the proposed changes, land will initially be leased for a period of 10 years. If the investor fulfills his obligations under the contract and makes investments, the term will be extended to 25 years. However, the possibility of extending the term to 49 years will be considered only after the investment specified in the agreement is fully implemented.
From now on, new lands will be provided only on the basis of these conditions that take into account the interests of the state.
Also, touching upon the issue of migration, the minister noted that, based on information from the Border Service, Chinese citizens are not the first, but the fifth in terms of the number of foreign citizens entering and leaving Kyrgyzstan.
Chinese citizens mainly come with a visa and leave the country after its expiration, and this process is carried out under state control. He also noted that they mostly come to work to implement large projects and build factories, while the number of tourists is relatively small.
Providing information on external debt, the minister said that during the presidency of Almazbek Atambaev, a total of 1 billion 796 million 853 thousand 530 US dollars in loans were received from China. However, since 2020, Kyrgyzstan has not received a single dollar of new loans from China. On the contrary, during this period, 419 million 840 thousand 537 dollars were repaid, and the current debt is 1 billion 377 million 12 thousand 993 dollars.
The minister added that this debt is being repaid on time according to the established schedule.
