Bishkek, Aug. 7, 2026 /Kabar/. VIII Kyrgyz-Russian Economic Forum hosted signing ceremony of agreement on creation and launch a mobile virtual network operator (MVNO) with an integrated fintech ecosystem in Kyrgyzstan.
According to the Russian-Kyrgyz Development Fund (RKDF), the project is being implemented by MVNO BCG LLC in partnership with Sky Mobile LLC (Beeline Kyrgyzstan) and VimpelCom PJSC (Beeline Russia), with financial support from the RKDF.
"This is the first initiative of its kind in Kyrgyzstan." "It was created specifically for our fellow citizens working in Russia and their families. Our goal is to combine mobile communications, digital services, and convenient money transfers into one simple system, making it easy and convenient to stay in touch with loved ones and resolve any financial issues on both sides of the border," noted Artem Novikov, RKDF Chairman of the Board.
The key feature of the initiative will be a SIM card with two digital profiles—one Kyrgyz and one Russian. Subscribers will be able to use communications in both countries without changing their SIM card, keep their existing number when moving, and use a single tariff plan integrated with a digital wallet.
Following the launch of the pilot project in Kyrgyzstan, the model is planned to be scaled up in Tajikistan and Uzbekistan, where preliminary agreements have already been reached with local telecom operators.
