Kyrgyz health ministry developing essential medical package

Bishkek, July 6, 2026. /Kabar/. Currently, 13 billion soms are allocated for free treatment for Kyrgyz citizens. However, to fully cover all medical services at the state's expense, a sum several times larger over 80 billion soms is required. Health Minister Damirbek Osmonov told in Kabar podcast.

According to him, at this stage, the state is not yet ready to fully finance the healthcare system. However, significant progress has been made in this area in recent years. By comparison, just a few years ago, less than 5 billion soms were allocated for free healthcare.

"Given that full state funding of the healthcare system is currently difficult, we are developing a new State Guarantees Program (SGP). This program includes approximately 450 packages of medical services, categorized by treatment methods and diagnoses. Of these, we have selected 175 of the most critical packages, representing the greatest threat to patients' lives. It is planned that services under these packages will be provided to citizens absolutely free of charge. Regarding the remaining medical packages, the introduction of co-payment (co-financing) is currently being considered. The amount of payments will depend on the categories of citizens eligible for benefits, such as disability, age, pregnancy, pension status, and other factors," said Damirbek Osmonov.
