Bishkek, Sept 24, 2025. /Kabar/. Interbank Processing Center (operator of the Elcard national payment system) and the international platform Alipay+ signed a Memorandum of Understanding in Shanghai.
According to the Interbank Processing Center (IPC), the document was signed with the assistance of the National Bank of the Kyrgyz Republic and the Trade Mission of the Ministry of Economy and Finance in China.
The agreement aims to expand digital payments, develop cross-border settlements, and strengthen international financial cooperation. As part of the agreement, the parties plan to launch a project that will ensure mutual acceptance of QR payments and create a "digital bridge" between Kyrgyzstan, China, and other countries where Alipay+ operates.
Currently, tourists in Kyrgyzstan have limited options for cashless payment via QR code. This new project will allow visitors to the country to make purchases through the ELQR network and Alipay+ partner apps as easily as in their home country. This will open up access for Kyrgyz citizens to pay for goods and services in China and other countries where Alipay+ operates.
The memorandum provides for joint work to develop the infrastructure of payment and acquiring systems, as well as the implementation of mutual acceptance of cross-border QR payments. In the future, the parties plan pilot projects with a focus on reliability, regulatory compliance, and personal data protection.
The signed agreement creates a digital bridge between Kyrgyzstan and China and strengthens the country's position in the international financial ecosystem. The project will become an important part of our strategy for developing modern payment services, emphasized Altymysh Turatbekov, IPC Chairman of the Board.
Alipay+ payment system company noted that the cooperation will strengthen the integration of the Alipay+ international ecosystem with the national ELQR system and will become a new tool for developing cross-border payments.
