Kyrgyzstan integrates e-Permit system with six countries

Bishkek, Nov. 5, 2026 /Kabar/. Kyrgyzstan is implementing digital solutions to reduce administrative barriers, accelerate customs and trade procedures, and develop international transport corridors, Zair Konurbaev, Head of the Trade Facilitation Department at the Ministry of Economy and Commerce, told during a thematic session at the SPECA 2026 Economic Forum in Bishkek.

According to the Ministry of Economy and Commerce, Zair Konurbaev outlined the results of the digitalization of trade and customs procedures. This includes the implementation of the "Smart Bazhy" (Smart Customs) national information system, the development of the "Sanarip Tamga" system, the e-QMS electronic queuing system, and the e-Permit system for electronic permits for international road transport.

He noted that the e-Permit system has been fully operational since September 2026. Efforts have also been made to integrate it with the information systems of Kazakhstan, Uzbekistan, Azerbaijan, Turkiye, Georgia, and China. Furthermore, the implementation of electronic international consignment notes (e-CMR) is currently underway.

Zair Konurbaev also highlighted the transition toward cross-border paperless trade. With technical support from the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), Kyrgyzstan has developed a national roadmap in this area. The document received high praise from ESCAP and was recognized as a model of best practice for the preparation of national plans to implement the Framework Agreement on Facilitation of Cross-border Paperless Trade in Asia and the Pacific.

The next step involved drafting a resolution for the Cabinet of Ministers of the Kyrgyz Republic, aimed at establishing a unified organizational and legal framework for cross-border electronic document exchange.
