Bishkek, Sept. 11, 2026 /Kabar/. Kyrgyzstan is introducing the EMPIC system to digitalize civil aviation safety oversight processes, the State Civil Aviation Agency reported.
The system is being introduced under the Central Asia Regional Connectivity Program Phase 3 (CARs-3), supported by the World Bank. German IT company EMPIC GmbH has been selected as the software provider.
On September 2, the State Civil Aviation Agency conducted user acceptance testing (UAT) of the system. Following the successful testing, Agency Director Daniyar Bostonov and EMPIC GmbH CEO Jörg Kottenbrink signed the relevant agreement and documentation on September 3.
EMPIC GmbH specializes in developing digital solutions for civil aviation authorities. The new system will automate certification and oversight procedures, centralize data management, improve the efficiency of aviation inspectors and reduce paperwork.
The introduction of EMPIC is expected to mark another step toward the digitalization and modernization of Kyrgyzstan's civil aviation safety oversight system.
