Law on medical insurance of Kyrgyz citizens amended

Bishkek, Feb. 23, 2026. /Kabar/. President Sadyr Zhaparov signed the Law of the Kyrgyz Republic "On amendments to the Law on Medical Insurance of Citizens."

The law was adopted by Jogorku Kenesh on January 22, 2026.

This law was adopted to ensure the rights of citizens insured under the Kyrgyz Republic's medical insurance system to receive complete and objective information from healthcare providers, as well as to improve the accessibility and transparency of medical care provided under the State Guarantees Program for providing citizens with medical and sanitary care (hereinafter referred to as the State Guarantees Program).

The law provides for an amendment to Article 13 of the said Law, granting insured persons the right to receive reliable information from the provider and the policyholder regarding the types, quality, and terms of service provision when providing medical, pharmaceutical, preventive, rehabilitative, and health services under the compulsory medical insurance program.

Furthermore, Article 16 of the said Law expands the obligations of providers in the compulsory medical insurance system, requiring these providers to:

– maintain personalized records of medical care provided to insured persons;

– post information about the quality and terms of services provided, as well as a list of services in accordance with the State Guarantees Program, in a place visible to all citizens;

– fully provide health insurance entities with information about operating hours, types of services provided, as well as indicators of accessibility and quality of services, the list of which is established in the State Guarantees Program.
