Bishkek, Oct. 15, 2026 /Kabar/. In 2026, 10,597 low-income families in Kyrgyzstan entered into agreements under the "Social Contract" program.

According to the labor ministry, a total of 13,334 social contracts are planned for the current year. Applications for participation in the program are still being accepted, with plans to sign agreements with an additional 2,737 families before the end of the year.

"Citizens wishing to participate in the program should contact the ministry’s local offices or their local government authorities in their area of residence," the statement says.

The ministry of labor also outlined the circumstances under which a business project initiated as part of a social contract might be terminated.

Monitoring results indicate that out of 59,354 social assistance recipients, 321 families (0.5%) were unable to implement their planned business projects for various reasons.

Such instances include the loss of acquired assets due to *force majeure* events, voluntary withdrawal from the program for health-related reasons (accompanied by the return of funds received), and other circumstances that hinder the implementation of the project.

"In such situations, the matter of terminating the social contract is reviewed by a commission." "Provided that the grounds stipulated by legislation exist and a corresponding decision is made, a family’s right to receive a state allowance again may be restored, in accordance with the terms of the Law of the Kyrgyz Republic 'On State Allowances,'" the agency emphasized.
