Bishkek, Sept. 1, 2026. /Kabar/. Strengthening security, expanding economic, cultural, and humanitarian cooperation, developing transport connectivity, and creating a common technological space were key areas of discussion at the meeting of the Council of Heads of State of the Shanghai Cooperation Organization, held today, September 1, in Bishkek.
The meeting of the Council of Heads of State of the SCO was chaired by the Kyrgyz Republic. Opening the meeting, President Sadyr Zhaparov outlined priority areas for further cooperation within the Organization.
First of all, the head of state noted the importance of further strengthening the SCO as a space for equal partnership.
"Our Organization must continue to remain free from bloc thinking and confrontation, and serve as a platform for building trust, ensuring peace, and stability," the President emphasized.
Sadyr Zhaparov identified the formation of an effective and indivisible security system as an important area. He noted the need to promptly launch the Universal Center for Countering Security Challenges and Threats to SCO Member States.
In this context, the president emphasized that all the necessary conditions have been created in Bishkek for the Center for Combating International Organized Crime to begin its work.
Special attention was paid to the transition to a new quality of economic cooperation. Sadyr Zhaparov noted the importance of a practical solution to the issue of establishing the SCO Development Bank and invited member states and businesses to utilize the opportunities of the Tamchy Special Financial Investment Territory to implement joint projects.
Strengthening transport and logistics connectivity was another important area. The president highlighted the construction of the China-Kyrgyzstan-Uzbekistan railway as a key practical step in this area.
The head of state also emphasized the importance of cultural and humanitarian cooperation and the development of a common technological space within the SCO.
"It is important to ensure equal access of states to modern technologies to prevent digital inequality from becoming a new dividing line," Sadyr Zhaparov noted.
During the meeting, the heads of state also exchanged views on current international and regional issues, discussing the further development of the Organization, security issues, and economic, cultural, and humanitarian cooperation.
Additionally, speeches were delivered by President of Belarus Alexander Lukashenko, Prime Minister of India Narendra Modi, President of Iran Masoud Pezeshkian, President of Kazakhstan Kassym-Jomart Tokayev, President of China Xi Jinping, President of Russia Vladimir Putin, President of Tajikistan Emomali Rahmon, President of Uzbekistan Shavkat Mirziyoyev, as well as SCO Secretary-General Nurlan Yermekbayev and Director of the Executive Committee of the Regional Anti-Terrorism Structure Ularbek Sharsheyev.
The heads of state congratulated Sadyr Zhaparov and the people of Kyrgyzstan on Independence Day and expressed gratitude for the excellent organization of the SCO meeting.
Following the meeting, 28 documents were adopted and signed.
