Bishkek, July 27, 2026 /Kabar/. The State Civil Aviation Agency is strengthening its requirements for the quality of passenger service and is introducing a mandatory ban on overbooking for all airlines operating flights through Kyrgyz airports and cooperating with Kyrgyzstan.
This decision to protect passenger rights, improve the quality of aviation service, and prevent the denial of carriage to passengers with confirmed air tickets.
Overbooking is the practice of an airline selling more tickets than the number of seats on board an aircraft. Despite the prevalence of this practice in a number of countries, it often results in violation of passenger rights, as passengers are forced to wait for their next flight, change their plans, and incur additional expenses.
In this regard, all airlines operating through airports in Kyrgyzstan are required to eliminate the practice of overbooking passenger seats and ensure that the number of tickets sold corresponds to the actual capacity of the aircraft.
In the event of a forced aircraft substitution with a smaller capacity, the carrier is obligated to offer passengers a choice: a voluntary change of travel conditions only with the customer's consent, transfer to the next available flight, or a full refund of the ticket price.
Airlines are instructed to promptly bring their internal sales procedures into compliance with the new requirements and conduct staff training.
