Bishkek, July 2, 2026 /Kabar/. The fourth consultation meeting on the establishment of the SCO Development Bank was held in Shenzhen, China, on June 29–30, according to the Ministry of Finance of Kyrgyzstan.
According to the Ministry of Finance, delegations from 28 countries, as well as representatives of SCO Secretariat, participated in the meeting. The participants continued substantive consultations on key areas of the SCO Development Bank's establishment, discussed a plan for future work, and confirmed their intention to continue the consultation process. The meeting was co-chaired by Liao Ming, Vice Minister of Finance of China, and Nurbek Akzholov, Deputy Minister of Finance of Kyrgyzstan.
It was noted that the decision to establish the SCO Development Bank was the result of political consensus reached at the 25th meeting of the SCO Heads of State Council, held on September 1, 2025, in Tianjin, China.
The adopted declaration noted that the interested SCO member states reaffirmed the importance of establishing the SCO Development Bank, decided to establish it, and agreed to intensify consultations on a wide range of issues related to the activities of this financial institution.
