ESIA on Kambarata-1 HPP to be discussed in Istanbul

Bishkek, Oct. 29, 2025 /Kabar/. Ministry of Energy invites interested parties to participate in international public consultations on the draft Environmental and Social Impact Assessment (ESIA) package of documents for Kambarata HPP-1 project.

According to the Ministry, the consultations are logical continuation of the second round of national and local consultations held in Kyrgyz Republic in October 2025.

The consultations are conducted in accordance with article 46 of the Law of the Kyrgyz Republic "on Environmental Protection" dated June 16, 1999, No. 53, the regulations on the procedure for conducting environmental impact assessments in the Kyrgyz Republic, approved by the Kyrgyz Government Resolutuion No. 60 of February 13, 2015, relevant international conventions (including the Aarhus Convention), and the World Bank's social and environmental principles. The draft ESIA package of documents was prepared by the international company SMEC.

Participation format – open to all interested parties. Representatives of government agencies, civil society, academic and expert communities, media, businesses, and interested citizens can participate. In-person participation and online connection are available upon prior registration.

The consultations will be held on November 4-5, 2025 in Istanbul with online connection for registered participants.

To confirm your participation and choose the format, please send an email to the official email address of the Kambarata HPP-1 project management department at the Ministry of Energy: pmo.kambarata@gmail.com. Registered participants will receive a link for online connection or the address of the consultation venue. Confirmation of participation is required by 17:00 on November 3, 2025. Documents for public discussion are available from August 21, 2025, in Kyrgyz, Russian, and English on the official project website kambarata1.org.

The materials are draft documents and are published for public consultation; they do not reflect the final position of the Cabinet of Ministers of the Kyrgyz Republic. All comments received will be documented, reviewed, and taken into account when finalizing the ESIA and the Cumulative Impact Assessment.

Due to the importance of the Kambarata-1 HPP project, the Ministry of Energy has decided to extend the deadline for receiving comments and suggestions on the ESIA draft until December 5, 2025.
