Cholpon-Ata, Aug. 7, 2026. /Kabar/. The Chairman of the Cabinet of Ministers of Kyrgyzstan, Adylbek Kasymaliev, spoke at the expanded meeting of the Intergovernmental Council of the Eurasian Economic Union (EAEU), which is being held in Cholpon-Ata.
In his speech, the Chairman of the Cabinet of Ministers noted that holding meetings of the Intergovernmental Council in Kyrgyzstan, in Issyk-Kul, has become a good tradition. According to him, every year, urgent issues of Eurasian integration are discussed during the meetings, and the agenda of cooperation is expanding and becoming more diverse.
One of the main topics of the meeting was food security. Adylbek Kasymaliev noted the need to develop specific joint measures and mechanisms to strengthen the agri-food sector and provide the population with safe and affordable food.
"Modern challenges require us not only to analyze the situation, but also to develop effective joint mechanisms for taking prompt action," said the Chairman of the Cabinet of Ministers.
Kasymaliev drew particular attention to the rise in world food prices and the persistence of inflationary pressure. In this regard, Kyrgyzstan considers it important to continue monitoring the situation in the agricultural market, make forecasts for product shortages and price increases, as well as develop appropriate solutions in a timely manner to prevent market imbalances.
Adylbek Kasymaliev also touched upon the issues of creating a common market of the EAEU. According to the Chairman of the Ministry of Agriculture, it is necessary to constantly increase its attractiveness for business and citizens and timely adapt integration mechanisms to changing economic conditions. He noted the importance of ensuring the free movement of goods, services, capital and labor. This should create additional opportunities for economic growth for the EAEU member states and contribute to increasing their competitiveness.
Kasymaliev also touched upon issues related to the climate and digital agenda. He noted that in some countries, carbon regulation is gradually becoming a factor affecting foreign trade. In this regard, he said that national approaches should not become barriers dividing the EAEU common market.
Cabinet head also named the regulation of the platform economy and e-commerce as one of the important areas. According to him, digital trade should be one of the internal drivers of economic growth. At the same time, the lack of single agreed rules can lead to an imbalance between the interests of states, businesses and citizens and the emergence of cross-border barriers.
Kasymaliev noted that an agreement on e-commerce of goods is being drawn up in a timely manner. According to him, the signing of this document will be an important step in creating transparent and predictable conditions for doing business in the internal market of the EAEU.
Special attention was also paid to the development of scientific and technological cooperation. The Chairman of the Cabinet of Ministers noted the importance of mutual recognition of documents on academic degrees and qualifications, the development of academic mobility and the training of highly qualified personnel.
"In such conditions, deepening integration is impossible without the development of scientific cooperation, academic mobility and the training of highly qualified personnel," Kasymaliev emphasized.
According to him, the necessary foundations for the development of scientific and technical interaction in the EAEU have already been created. In particular, a strategic program for scientific and technical development has been approved, the Eurasian branch university is operating, and cooperation between scientific organizations of member states is developing.
"As a result, we must achieve the creation of a joint Eurasian scientific and technological space," he said.
