Kyrgyz Cabinet head speaks about achievements and challenges of Osh oblast in 2025

Bishkek, Feb.17, 2026 /Kabar/. "In 2025, the state provided 8 billion 543 million soms in capital investment assistance to Osh oblast, of which 8.1 billion soms were fully financed. These funds were allocated to 357 facilities," said Adylbek Kasymaliev, Chairman of the Cabinet of Ministers during his speech at the board meeting of Osh oblast administration on the results of 2025.

Head of the Cabinet noted that the allocated funds were used for 242 social facilities, including the construction or renovation of 133 schools, as well as 57 kindergartens, 17 healthcare facilities, and 35 cultural and sports complexes, for which 3.7 billion soms were allocated.

"In 2025, work was carried out on 114 infrastructure projects, and 4 billion 348 million soms allocated for 82 roads were fully funded. 2.2 billion soms were allocated for the Uzgen-Myrzak-Kara-Kulzha road, and 317.9 million soms were allocated for 13 water supply facilities and 19 irrigation facilities," he added, noting that 1 billion 329.2 million soms were allocated as transfers to support local budgets in the Osh region, and that overall, approximately 11 billion soms were transferred from the national budget to the Osh region in 2025.

Adylbek Kasymaliev continued that the Osh region's 2024 budget was 4 billion 731 million soms, while in 2025, revenues actually reached 6 billion 447 million soms, with state budget execution increasing by 2.3 billion soms compared to 2024. However, he noted, this is not enough. He detailed the achievements and shortcomings of each district individually.

"Osh region occupies a worthy place in the country's economic and social development. However, productivity levels are insufficient. In 2025, gross industrial output in small Talas amounted to 51 billion soms, while in Osh region it was 22.8 billion soms, which is 2.3 times less," he said, issuing a number of instructions. Specifically, instructions were given to improve the quality of industrial goods, intensify efforts to increase exports, more actively implement public-private partnership projects that support private entrepreneurship initiatives, and create favorable conditions for domestic and foreign investors and entrepreneurs.

"Intensify investment attraction, launch major economic projects in a timely manner, and promote initiatives to restart idle manufacturing facilities. Focus on agricultural processing and develop industries that create greater added value," Adylbek Kasymaliev said in concluding the board meeting, rating the Uzgen and Chon-Alai districts "good" and the Osh region "satisfactory" for last year's performance.
