Kyrgyz Cabinet of Ministers discusses Government accelerators program

Bishkek, Nov. 17, 2025. /Kabar/. At staff meeting, Chairman of the Cabinet of Ministers Adylbek Kasymaliev presented the results of two challenges launched in August 2025 as part of the "Government accelerators" program.

The first challenge was aimed at ensuring access to education by simplifying the licensing process for private schools. Adylbek Kasymaliev noted that rapid population growth in Bishkek, Osh, and several regions has significantly overburdened public schools, necessitating the active engagement of the private sector.

The following measures were implemented as part of the reform:

– online licensing has been introduced;

– requirement for repurposing a building while complying with sanitary standards has been waived;

– time required to obtain sanitary and fire safety approvals has been reduced from 30 days to 3 days in cities and to 7 days in the regions;

– Excessive inspections and administrative procedures have been eliminated;

- An automated document submission system was implemented, and the application and license issuance process was fully transitioned to online.

As a result, the licensing period was reduced from 3-4 months to 20 days.

The second challenge was dedicated to simplifying the process of replacing national driver's licenses. To improve the quality of public services, the driver's license replacement procedure was transferred to a digital format, including eliminating the need to submit paper documents. In close collaboration with Kyzmat, Tunduk, and Kyrgyz Post, the following activities were carried out:

- online service for accepting driver's license replacement applications was developed;

- online payment for the service via QR code and banking apps was introduced;

- time for submitting a driver's license replacement application was reduced from 1.5 hours (visit to department) to 10 minutes (without leaving home);

Time to obtain completed driver's license has been reduced from 4 days to 1-2 days, with home delivery available through Kyrgyz Post. Following the implementation of the reform, citizens now have the option to renew their driver's licenses online through the Tunduk app, with subsequent home delivery of the completed document through the state-owned enterprise Kyrgyz Post, significantly simplifying the process and reducing administrative steps.

Concluding his speech, Adylbek Kasymaliev emphasized that these changes were made possible thanks to the coordinated work of the government agencies involved, and expressed gratitude to all employees who participated in the reform's implementation.
