Issyk-Kul, Aug 6, 2026. /Kabar/. VIII Kyrgyz-Russian Economic Forum held signing number of major agreements aimed at strengthening bilateral cooperation.
As part of the forum, Artem Novikov, Chairman of the Board of the Russian-Kyrgyz Development Fund (RKDF), announced that Kyrgyzstan and Russia will create a joint mobile operator. The new project will be aimed at facilitating mobile communications between the two countries and optimizing tariffs.
Meanwhile, Deputy Chairman of Cabinet of Ministers Daniyar Amangeldiev reported that agreements worth a total of $800 million were signed during the forum. According to him, these include support for the industrial and processing sectors, as well as small and medium-sized businesses through domestic banks.
The agreements signed during the forum cover the following key sectors and projects:
Green energy and industry:
- Solar power plant in Naryn: A $250 million investment project for the construction of a solar power plant in Naryn region has been approved (RKEF, EDB, AST Imperial Stroy LLC).
- Wind power plant in Issyk-Kul: $126 million will be allocated to finance the construction of a wind power plant with a capacity of up to 100 MW in Issyk-Kul region (RKDF, EDB, Novawind KR LLC).
Oil refinery: $88.9 million contract has been signed for the construction and commissioning of an oil refinery in Kyrgyzstan (Cabinet of Ministers of the Kyrgyz Republic, “NOOR” LLC).
Infrastructure, communications and logistics:
$4.2 million will be allocated to create a new virtual mobile operator in the country (RKDF, “MVNO BKG” LLC).
Modernization of railway transport: $6 million will be allocated for the project to technologically equip the locomotive wheel repair department (RKDF, Kyrgyz Temir Zholu).
Logistics complex: $20 million will be spent on the project to build a modern logistics park (RKDF, “Logic” LLC).
The Eurasian Development Bank (EDB) has signed a framework agreement to allocate a $50 million revolving credit line to the Russian-Kyrgyz Development Fund.
Interregional and partnership relations:
Nizhny Novgorod region - with Chui and Jalal-Abad regions;
Irkutsk region - with Osh region;
The government of the Chuvash Republic - with Chui region (Memorandum of Understanding).
Establishment of friendly relations (Twin cities):
Nizhny Novgorod city - with Bishkek city;
Gorodets city - with Tokmok and Kara-Kul cities.
