Bishkek, Oct. 29, 2026 /Kabar/. From October 26 to 28, Kyrgyzstan and Cambodia held the first round of negotiations on a draft agreement for the elimination of double taxation, the Ministry of Economy and Commerce of Kyrgyzstan reports.

The negotiations took place via videoconference. The parties discussed a draft agreement between the Cabinet of Ministers of Kyrgyzstan and the Government of the Kingdom of Cambodia regarding the elimination of double taxation on income, as well as the prevention of tax evasion and tax avoidance.

The parties presented their positions on the main provisions of the draft agreement, addressed key taxation issues, and reached consensus on several fundamental points of mutual interest.

Following the first round of negotiations, both sides reaffirmed their mutual interest in further developing bilateral cooperation in the tax sphere and expressed their readiness to continue the negotiation process to finalize the draft agreement and prepare it for signing in the first quarter of 2027.

Concluding this agreement will represent a significant step toward strengthening the legal framework for bilateral cooperation between Kyrgyzstan and Cambodia, while also creating favorable conditions for expanding trade, economic, and investment ties between the two nations.

The agreement is aimed at eliminating the double taxation of income earned by residents of the contracting states, ensuring certainty and predictability regarding tax obligations, and preventing tax evasion and tax avoidance. The conclusion of the agreement is expected to enhance Kyrgyzstan’s investment appeal, foster a favorable tax climate for foreign investors, reduce tax barriers to cross-border economic activity, and stimulate mutual investment and entrepreneurial activity.

Furthermore, the agreement will strengthen cooperation between the competent authorities of both states in the tax sphere, increase the transparency of tax relations, and provide additional safeguards for the legitimate interests of taxpayers.

Kyrgyzstan and Cambodia expressed confidence that continued joint efforts to finalize the draft agreement will help strengthen their mutually beneficial partnership and provide fresh momentum to the development of bilateral economic relations.
