Kyrgyzstan outlines key areas of cooperation at SCO meeting

Bishkek, Nov. 19, 2025 /Kabar/. Chairman of the Cabinet of Ministers Adylbek Kasymaliev participated in the 24th meeting of the Council of Heads of Government of the Shanghai Cooperation Organization (CHG) in an expanded format on November 18, 2025.

During the meeting, the head of the Cabinet delivered a speech outlining important aspects of the Organization's development.

In his speech, Adylbek Kasymaliev focused on the events planned during Kyrgyzstan's chairmanship of the SCO. He emphasized that Kyrgyzstan will continue to strengthen the Organization's international authority and promote its role as an important component of the international economic order. Chairman of the Cabinet stated that to maintain positive trade and economic indicators, it is necessary to further actively strengthen trade ties and develop joint innovations.

In this regard, he outlined several key areas of cooperation.

Facilitating trade procedures. In this context, Kyrgyzstan's active position in promoting the digitalization of customs operations was highlighted. Specifically, the implementation of the Smart Customs system has reduced the time to release goods from 5 to 1 hour.

Transport Connectivity. Kasymaliev highlighted the important large-scale projects being implemented in Kyrgyzstan in the area of ​​transport infrastructure, including the construction of the China-Kyrgyzstan-Uzbekistan railway, the new Barskoon-Bedel-Aksu international highway, and the development of air connectivity between the SCO countries and Southeast Asia. In this context, he announced the launch of a second air corridor between Kyrgyzstan and China, which was launched on October 30 of this year.

Investment and Finance. Cabinet head noted the importance of transitioning to a more active use of national currencies in settlements. In this regard, he outlined the urgent need to create SCO Development Bank.

Digitalization. In this context, he noted that the SCO today embodies the spirit of the digital age, serving as a platform for the exchange of knowledge and best practices in cybersecurity, e-governance, and digital literacy. He also proposed considering the SCO's initiative to develop data centers and create regional high-performance computing facilities in Kyrgyzstan.

Outlining the current results of cooperation, He cited statistics, stating that Kyrgyzstan's trade and economic cooperation with the SCO countries is demonstrating steady positive dynamics.

"From 2020 to 2024, Kyrgyzstan's trade turnover with the SCO countries increased 3.5-fold. SCO countries account for 75% of Kyrgyzstan's total trade turnover for the first eight months of this year. Approximately 8 million citizens of SCO countries visited Kyrgyzstan in the first nine months of this year," Adylbek Kasymaliev emphasized.

Following the meeting, a number of decisions were adopted by the Council of Heads of Government of the Shanghai Cooperation Organization member states.
