Kyrgyzstan to built modern oil refinery in Kochkor-Ata

Bishkek, July 22, 2026. /Kabar/. Cabinet of Ministers and Central Asia Energy LLC sign an investment agreement to build and operate an innovative oil refinery in Kochkor-Ata, Jalal-Abad region.

According to the the Ministry of Economy, the document was signed by the Minister of Economy and Commerce Bakyt Sydykov on the Kyrgyz side, and by Shao Peipei, General Director of Central Asia Energy LLC, on the investor side.

As the minister noted, the investment agreement provides for the construction of a modern oil refinery with a capacity of processing 450 thousand tons of oil products per year and the creation of at least 300 new jobs. At least 90 percent of the company's employees are citizens of Kyrgyzstan.

In turn, Shao Peipei, General Director of Central Asia Energy LLC, noted that the volume of investments under the agreement will amount to 25 million US dollars.

"The project plans to produce gasoline and diesel fuel of K-5 and K-6 environmental classes, as well as bitumen and motor oils. We consider Kyrgyzstan a reliable partner. All production processes are carried out in accordance with the requirements of the legislation of Kyrgyz Republic, international standards, and ensure a high level of environmental safety.

Creating jobs is one of our priorities," she said, expressing gratitude for the support provided.

It should be noted that construction work is currently underway in parallel. The first stage of the project is expected to be commissioned by the end of 2026.
