Bishkek, Sept. 8, 2026 /Kabar/. The first meeting of the Interdepartmental Working Group in a hybrid format to develop a state waste management program in Kyrgyzstan was held in Bishkek.
According to the Ministry of Natural Resources, Ecology, and Technical Supervision, following the improvement of the regulatory framework for waste management, the implementation of principles, and the adoption of the first technical regulations for the construction and operation of modern landfills in the Kyrgyz Republic in accordance with SNiP, the Ministry has begun developing the main strategic document, "State Program for Sustainable Waste and Recyclable Resource Management in the Kyrgyz Republic."
This state program will be implemented with the support of the Helvetas Swiss Intercooperation project, "Improving Local Services."
The meeting was attended by international experts, representatives of relevant ministries and agencies, local governments, and city mayors.
During the discussion, the Ministry expressed its position on strict adherence to the standards for the development of state strategic documents, approved by Resolution No. 484 of the Cabinet of Ministers of the Kyrgyz Republic dated August 22, 2024, and the development of a conceptual plan analyzing the current situation in waste management over the past five years, identifying priority development areas, and correspondingly, an action plan.
The adoption of this strategic document will primarily:
- Attract investment and international projects to improve and develop the country's waste management system;
- Create a unified regulatory and institutional framework for waste management at the national and local levels, eliminating gaps and duplication of authority between agencies;
- Establish basic statistical, morphological, and analytical data on waste, as well as education standards, which will serve as a starting point for the comprehensive development of the country's waste management system.
