Kyrgyzstan to establish new international financial center

Bishkek, Oct. 7, 2025. /Kabar/. Chairman of the Cabinet of Ministers Adylbek Kasymaliev held a working meeting dedicated to the implementation of presidential decree establishing the Tamchy Special Financial Investment Territory (SFIT) with special legal regime and independent international dispute resolution center under English law, as well as implementation of relevant law. The meeting was attended by heads of government agencies, international consultants, and representatives of the Singapore-based Makara Capital investment advisory firm.

Adylbek Kasymaliev emphasized that the Tamchy SFIT project is a strategic direction for Kyrgyzstan's economic development and aimed at creating a new growth area. He emphasized the need for coordinated work among government agencies and the timely adoption of regulatory legal acts to ensure the project's implementation.

Representatives of Makara Capital presented the key principles for the design and implementation of the territory, including:

  • clear positioning of the project in line with Kyrgyzstan's national priorities;
  • creation of independent management system;
  • application of English law;
  • creation of attractive tax and financial conditions.

The experts paid special attention to the development of human resources and infrastructure. According to them, Tamchy SFIT model will be unique for the Central Asian region, combining the best elements of international financial centers. The consultants noted that the emerging territory could become a new international financial center, combining the successful experience of projects in the jurisdictions of Dubai, Singapore, and other countries, while preserving a distinctive Kyrgyz concept.
