Bishkek, Feb. 4, 2026 /Kabar/. A side event titled “Kyrgyzstan’s Economic Growth Model ‘Snow Leopard’: Government Accelerators, Institutions and Investment” was held for the first time on the sidelines of the World Governments Summit in Dubai.
The event was attended by Chairman of the Cabinet of Ministers of the Kyrgyz Republic Adylbek Kasymaliev, UAE officials, representatives of international organizations, and business leaders. Participants were presented with Kyrgyzstan’s experience in implementing the UAE Government Accelerators program.
Opening the event, Kasymaliev expressed gratitude to the leadership and people of the United Arab Emirates for their traditional warm hospitality. He conveyed greetings on behalf of President of the Kyrgyz Republic Sadyr Zhaparov to UAE President Sheikh Mohamed bin Zayed Al Nahyan and UAE Vice President, Prime Minister and Ruler of Dubai Sheikh Mohammed bin Rashid Al Maktoum.
In his remarks, Kasymaliev stated that the Snow Leopard model is based on three pillars: government accelerators, strong institutions, and investment. He noted that 17 targeted 100-day reforms have already been implemented, simplifying procedures across key sectors and reducing bureaucracy.
According to him, over the past four years Kyrgyzstan’s average annual economic growth reached 9–10 percent. Based on IMF data, the country ranked among the world’s top three by real GDP growth in 2025, while the state budget tripled and GDP increased more than 2.5 times.
On the sidelines of the summit, Kasymaliev presented the Kyrgyz Republic’s Dostuk Order to UAE Minister of Cabinet Affairs and Chairman of the World Governments Summit Mohammad Abdullah Al Gergawi for his contribution to bilateral cooperation and the implementation of the Government Accelerators program in Kyrgyzstan.
A panel discussion followed, during which members of the Kyrgyz delegation highlighted ongoing public administration reforms and noted growing international interest in Kyrgyzstan’s governance transformation model.
