State Tax Service, garment industry discuss e-commerce market situation

Bishkek, July 28, 2026 /Kabar/. The State Tax Service hosted meeting with representatives of government agencies, domestic garment industry enterprises, and sellers selling products through international marketplaces, chaired by Deputy Chairman of the State Tax Service Kubanychbek Ysabekov.

During the meeting, participants discuss the consequences of current situation in the e-commerce market, related to disruptions in the operations of major logistics centers of international marketplaces. Participants noted that these circumstances are having a significant impact on the activities of domestic entrepreneurs exporting products through marketplaces and require prompt government support measures.

Deputy Chairman Kubanychbek Ysabekov noted that, in order to reduce the tax burden and maintain the competitiveness of domestic businesses, the State Tax Service proposes temporarily, until the end of this year, waiving the single tax rate for enterprises in the clothing industry, which currently stands at 0.25 percent of revenue. A similar measure is also proposed for businesses selling goods through marketplaces, including international ones, which are subject to a single tax rate of 2 percent.

This initiative is aimed at supporting domestic businesses in the current economic situation, preserving jobs, stimulating production and exports, and further developing e-commerce.

During the meeting, approximately 30,000 businesses currently operate through marketplaces, and this number is growing annually. The proposed measures are expected to contribute to increasing Kyrgyzstan's attractiveness for e-commerce and business registration.

Furthermore, the Ministry of Economy and Commerce of Kyrgyzstan is working to determine the number of businesses affected by disruptions in the logistics infrastructure of international marketplaces.

The meeting reminded that preferential interest-free loan programs available for businesses in the garment industry. In addition to tax breaks, additional government support measures may be considered.

Following the discussion, they will submit the proposals, in accordance with established procedures, to the relevant government agencies for further review and decision-making.
