Voluntary departure from Kyrgyzstan starts on July 1

Bishkek, July 1, 2026 /Kabar/. Foreign citizens and stateless persons who violated Kyrgyzstan's migration legislation may voluntarily leave the country from July 1 to 31 without facing administrative penalties.

This measure is being implemented in accordance with Kyrgyz president's decree dated June 24, 2026, and Cabinet of Ministers' resolution approving the voluntary departure of foreign citizens and stateless persons residing in Kyrgyzstan.

During this period, foreign citizens and stateless persons who voluntarily apply to authorized government agencies for exit from Kyrgyzstan will be able to:

  • be exempt from administrative liability for violations of migration laws;
  • obtain an exit visa without paying a state fee;
  • leave the territory of Kyrgyzstan without hindrance within the specified timeframe.

They must contact the local office of the Ministry of Internal Affairs to obtain the relevant decision, and then apply for exit visa through the e-Visa portal, attaching the required documents.

This opportunity is available to foreign citizens and stateless persons who have violated their stay deadlines, are staying with expired visas or other permits, or are in Kyrgyzstan without documents confirming the legality of their stay.

However, the temporary procedure does not apply to individuals facing criminal charges, those with final court decisions, unpaid fines or tax arrears, or other categories of individuals provided for by Kyrgyz law.

The ministry of labor and social protection notes that this opportunity does not legalize stay in Kyrgyzstan, but is intended solely to create conditions for the voluntary departure of foreign citizens and stateless persons without the application of specific administrative penalties or the payment of exit visa fees.

After the expiration of the temporary procedure, foreign citizens and stateless persons who have not taken advantage of this opportunity and continue to violate migration law requirements will be subject to the measures stipulated by Kyrgyz law.
