Bishkek, Dec. 2, 2025. /Kabar/. On December 1, signing ceremony for a supplementary agreement to the investment agreement between the Cabinet of Ministers, Sonningdale Limited, and the Regional Environmental Centre for Central Asia (RECCA) took place in the Ministry of Energy.
According to the ministry, the event was attended by Energy Minister Taalaibek Ibrayev, representatives of the investor, and RECCA management.
The signing of the supplementary agreement marked an important milestone in the implementation of the project to construct and operate a solar power plant in Kyzyl-Oruk village, Issyk-Kul oblast. The document aims to clarify and improve certain provisions of the original investment agreement, including the terms of the parties' responsibilities, stability guarantees, the procedure for resolving potential risks, and changes to applicable law.
During the ceremony, the parties reaffirmed their commitment to the successful implementation of the project, emphasizing its strategic importance for the development of the renewable energy sector, strengthening energy security, and attracting foreign direct investment.
The supplementary agreement entered into force upon its signing and is integral part of the existing Investment Agreement. The work is currently being completed on temporary housing for workers, the foundation for the substation and 110 kV power line is being poured, and solar panel brackets are being installed.
