Digital Justice: New court procedure rules approved by Kyrgyz president

Bishkek, Nov. 18, 2025. /Kabar/. President Sadyr Zhaparov signed the Law "on Amendments to certain Legislative Acts (the Administrative procedure code of the Kyrgyz Republic, the Civil procedure code of the Kyrgyz Republic, and the Criminal procedure code of the Kyrgyz Republic)," adopted by the Jogorku Kenesh on September 25, 2025.

According to the document, the law was adopted to improve the judicial system and enhance citizens' access to justice through the use of modern digital technologies.

The law also aims to address the following objectives:

– creating the necessary legal conditions for the introduction of new form of legal proceedings to digital, which expedites the review and decision-making process, providing an alternative to the traditional requirement for paper documents, both when filing a claim and for all subsequent documented actions and initiatives of participants in civil and administrative proceedings. Furthermore, repeated in-person visits to courthouses by citizens who, through life circumstances, become involved in litigation as plaintiffs, defendants, witnesses, third parties, specialists, experts, etc., are being minimized and ultimately eliminated;

- the excessively high level of legislative regulation of procedural rules will be reduced and actions involving the use of digital technologies, allowing rapidly developing digital services that create convenience for citizens to be promptly implemented into legal proceedings as they are technically and technologically adopted by the judicial system.

Law shall enter into force on January 1, 2026.
