EEC approves tariff exemptions for import of socially important goods into Kyrgyzstan

Bishkek, Feb. 3, 2026. /Kabar/. At the January 30 meeting of the Eurasian Economic Commission Council, number of decisions were adopted aimed at supporting the agro-industrial complex of the Kyrgyz Republic. This was reported by the Ministry of Water Resources, Agriculture, and Processing Industry of the Kyrgyz Republic.

According to the ministry, the adopted documents provide for tariff exemptions in the form of exemptions from import customs duties on a number of socially and economically significant goods imported into Kyrgyzstan for domestic consumption and industrial processing.

Cattle Meat

Validity period: until December 31, 2026

Volume: no more than 5,000 tons

The tariff exemption applies to fresh or chilled cattle meat (EAEU HS codes: 0201...) and frozen cattle meat (EAEU HS codes: 0202...).

The tariff exemption is granted upon confirmation from the authorized body of the member state, specifying the importing organizations, product range, and volumes.

It is noted that the use of meat imported under the exemption is permitted exclusively for the production of meat products and only by meat processing plants. The export of finished meat products produced using the exempted raw materials to other EAEU member states is not permitted.

Sugar

The measure is valid until December 31, 2026.

Raw cane sugar (subheading 1701 13 of the EAEU HS Code)

Volume: no more than 20,000 tons

This exemption applies upon presentation of a document from the authorized body of the Kyrgyz Republic confirming the intended use of the goods and containing information about importers and processing organizations.

The use of raw sugar is permitted exclusively for industrial processing within the Kyrgyz Republic. White sugar produced from exempt raw materials cannot be exported to other EAEU member states.

Citrus Fruits

Valid until December 31, 2026

The following goods are exempt from import duties:

Fresh bananas (0803901000) — 3,000 tons

Fresh tangerines (0805210000) — 2,500 tons

Fresh table grapes (0806101000) — 1,500 tons

Fresh oranges (0805102000) — 1,000 tons

Fresh mangoes (0804500001) — 500 tons

Fresh kiwis (0810500000) — 500 tons

Cocoa products

Valid until April 30, 2027 (annually)

Cocoa butter (EAEU TN VED code) 1804000000) — 300 tons

The measures taken are aimed at:

ensuring a stable supply to the domestic market,

supporting processing plants,

restraining price increases for socially important products,

developing the agro-industrial complex of the Kyrgyz Republic.
