Bishkek, Nov. 11, 2025. /Kabar/. International Monetary Fund (IMF) wage fund management mission was held in Bishkek from November 3-7, the Ministry of Finance reported.
According to the ministry, as part of the mission, a meeting was held between the IMF's Financial Affairs Department and Finance Minister Almaz Baketayev, Deputy Minister Zhibek Duysheeva, with the participation of the Department for staffing and wage analysis to discuss improving public sector wage conditions in the Kyrgyz Republic.
The mission addressed key aspects of wage system reform in the Kyrgyz Republic, aligning them with fiscal and macroeconomic indicators to ensure budget sustainability, taking into account the objectives set by the Ministry of Finance of the Kyrgyz Republic for a phased increase in wages for individual public sector employees starting in 2026.
IMF presented comprehensive analysis, including in-depth assessments of the health, education, and civil service sectors, wage formation, and employment, with an emphasis on existing challenges and potential opportunities for reform, modeling alternative reform scenarios, and recommendations for short and medium-term policy. IMF also presented international experience in practical examples of reorganizing the wage grid in various sectors of the economy, with options for determining wage levels.
