Jeenbek Kulubaev addresses open debate of UN Security Council

Bishkek, May 27, 2026. /Kabar/. Minister of Foreign Affairs of the Kyrgyz Republic, Jeenbek Kulubaev, addressed the open debate of the United Nations Security Council on upholding the purposes and principles of the UN Charter and strengthening the UN-centered International System.

In his statement, Jeenbek Kulubaev noted that for nearly eight decades, the UN Charter has remained the foundation for maintaining international peace, security, and cooperation among states.

At the same time, the minister emphasized that the modern world is facing growing challenges, including armed conflicts, violations of international law, humanitarian crises, terrorism, climate change, as well as food and energy instability.

The minister noted that no state is capable of addressing existing threats on its own, which makes international cooperation and effective multilateral diplomacy particularly important.

In this context, the need to strengthen trust in international institutions, uphold the principles of international law, and enhance the role of preventive diplomacy was emphasized.

Special attention in the statement was paid to the interconnection between security and sustainable development issues. It was noted that poverty, inequality, climate challenges, and limited access to resources can become factors of instability, while sustainable development is a key condition for ensuring peace and security.

Jeenbek Kulubaev also stressed the importance of reforming the UN system, including the Security Council, taking into account current international realities and the need to ensure fairer representation of developing countries, small states, and landlocked countries.

The minister outlined the priorities of the Kyrgyz Republic within its candidacy for a non-permanent seat on the UN Security Council for 2027–2028. It was noted that Kyrgyzstan is ready to make a practical contribution to strengthening peace and security, promoting dialogue, and seeking balanced solutions to pressing international issues.

Separately, the minister stressed that the UN Security Council should not be perceived as a “closed club”. It was noted that the Security Council bears responsibility before all UN member states for maintaining international peace and security, and that its activities should be based on the principles of equality, inclusiveness, and consideration of the interests of all countries regardless of their size and level of influence.
