Jogorku Kenesh committee reviewed Kemin- Balykchy substations power line project, supported by EBRD

Bishkek, Dec. 26, 2025. /Kabar/. Committee on Industrial Policy, Transport, Fuel and Energy Complex, Architecture and Construction at extraordinary meeting reviewed and approved the draft loan agreement and grant agreement (Project for the construction of a 500 kV overhead power line between the Kemin substation and the new Balykchy substation) between Kyrgyzstan and EBRD.

The information was presented by Deputy Minister of Energy Emilbek Ismanov.

As he noted, the project consists of 3 components, the total amount is 67.7 million euros (61.7 million euros - loan; 3.0 million euros grant, as well as 3.0 million euros grant in the form of technical assistance). The loan is provided for a period of 20 years, including a grace period of 5 years, the interest rate is 1.0% per annum.

During the discussion, deputy Kunduzbek Sulaymanov supported the commissioning of new capacities, specifying the timing of the completion of the project. Construction work is planned to be completed by the end of 2028.

Deputy Gulya Kozhokulova drew attention to problems in the energy sector, emphasizing that the population is experiencing serious difficulties due to limited electricity.

Emilbek Ismanov noted that within 3 years, Kyrgyzstan will completely solve energy crisis.
