"Current regional and global challenges require us not only to demonstrate solidarity but also to take concrete, coordinated steps to ensure regional peace, stability, and sustainable development. In these circumstances, the Organization of Turkic States (OTS) must be more than just a platform for cooperation, but also an instrument for collective resilience and a preventive mechanism," said Adylbek Kasymaliev, Chairman of the Cabinet of Ministers of Kyrgyz Republic, in his speech at the second meeting of the heads of government/vice presidents of the OTS member states in Baku.
According to him, analysis shows that the OTS is now moving beyond cultural cooperation and becoming a new center of power in the Eurasian region. The combined gross domestic product of its member states exceeds $2.4 trillion, and the population is 160 million. By the end of 2025, the Turkic region had shown an average economic growth rate of 6%, twice the global average. In this context, the Chairman emphasized the importance of the "Vision of the Turkic World 2040" concept for harnessing the potential of the Organization's member states and improving economic performance.
In his speech, he noted that Kyrgyzstan has implemented systemic reforms over the past five years to improve the investment climate and reported that the Turkic Investment Fund, the Turk-Trade platform, the Council of Central Banks, the Turkic Green Finance Council, as well as business forums held in Tashkent, Baku, and on the shores of Lake Issyk-Kul, are yielding tangible results. By the end of 2025, the inflow of foreign direct investment into Kyrgyzstan amounted to USD 950 million, including USD 220 million from the Organization's member states. Trade turnover with the Organization's member states amounted to USD 3.3 billion. Speaking about transport cooperation within the Organization, Adylbek Kasymaliev proposed that the Kyrgyz side, taking into account the successful experience of Azerbaijan and Turkiye, gradually implement the e-CMR electronic waybill.
"At Central Asia+Azerbaijan meeting last year, President Sadyr Zhaparov noted that the Zangezur Corridor is a logical extension of the China-Kyrgyzstan-Uzbekistan railway. This communications hub reaches European markets from China's Pacific coast via Central Asia, the Caspian Sea, Azerbaijan, and Turkiye," he said.
Concluding his speech, Adylbek Kasymaliev presented his proposals for reducing non-tariff barriers within the organization, strengthening cooperation in digitalization, and developing human capital to achieve the objectives set by the heads of state of the organization.
He also expressed his firm belief that close cultural and humanitarian cooperation is an essential condition for regional stability and called on the Organization's member states to actively participate in the sixth World Nomad Games, which will be held from September 1 to 6 this year in the Kyrgyz Republic.
