Kyrgyz CEC head met with Russian Civic Chamber

Bishkek, Nov, 28, 2025. /Kabar/. Tynchtyk Shainazarov, Chairman of the Central Election Commission(CEC) met with a delegation from the Russian Civic Chamber, led by Mikhail Anichkin, Chairman of the Commission for Interaction with Public Observation Commissions. The delegation arrived in Kyrgyzstan to observe the early parliamentary elections scheduled for November 30, 2025.

Tynchtyk Shainazarov briefed the delegation on the progress of election preparations, focusing on the remote voting system. He noted that this technology allows voters to choose any polling station outside their constituency, thereby expanding their rights and increasing the accessibility of the electoral process.

CEC Chairman also briefed the delegation on the technical capabilities of the equipment used in the elections. He emphasized that the devices combine five functions, including ballot identification printing, which significantly improves the accuracy, efficiency, and transparency of polling stations.

Head of the delegation, Mikhail Anichkin, spoke about the activities of the Civic Chamber of the Russian Federation, which facilitates interaction between citizens and public organizations with government agencies, promoting the protection of citizens' rights and taking public interests into account. He noted that the Chamber conducts public reviews of draft laws and regulations and exercises public oversight over the activities of government agencies.

Mikhail Anichkin emphasized that the Russian Civic Chamber has significant experience monitoring elections in various countries. There are approximately 150,000 public observers in Russia, with civil society representatives actively participating in their work. The developed public observation methodology has received positive reviews and is being applied in international practice. He also noted the importance of the participation of foreign observers in elections in Russia and their interest in sharing experience. The delegation of the Civic Chamber of the Russian Federation views its participation in election observation in Kyrgyzstan as contribution to strengthening cooperation, supporting Kyrgyzstan's sovereignty, and developing professional interaction with its Kyrgyz colleagues. At the end of the meeting, Mikhail Anichkin wished the elections successful outcome and extended his best wishes to the Central Election Commission.

Tynchtyk Shainazarov, in turn, emphasized the CEC's openness to cooperation and wished the Civic Chamber of the Russian Federation success in its future endeavors.
