Kyrgyz ministry of energy explains unlimited tariff initiative

Bishkek, Nov 7, 2025. /Kabar/. Kyrgyz Ministry of Energy has provided an official explanation regarding "unlimited tariff" for electricity.

According to the department, the initiative on unlimited tariff in winter was raised by the National Electric Grid of Kyrgyzstan (NEGK) without prior agreement with the ministry. This issue has caused widespread discussion in the public.

President Sadyr Zhaparov, noting that such proposals should not be accepted in the conditions of electricity shortages, instructed to stop work in this direction and ensure fair and equal access to electricity for citizens.

Ministry of Energy has sent a letter to the company's board of directors requesting appropriate measures to be taken against the NEGK management.

Earlier, the Board of Directors of the NEGK, having reviewed the letter of the Ministry of Energy No. 08-4/9640 dated November 4, 2025, issued an order to take disciplinary action against the following members of NEGK:

  • reprimand to NEGK director, I. Sydygaliev;
  • reprimand to NEGK Deputy general director for commercial affairs, Ularbek Duisho uulu;
  • NEGK head of the electricity sales department I. Orozbaev was dismissed from his post;

Taking into account the electricity shortage and public discontent, the National Electric Grid of Kyrgyzstan OJSC was instructed to provide uninterrupted electricity to the population.
