Before the event, the head of state was greeted by Azerbaijani President Ilham Aliyev and Anaclaudia Rosbach, Executive Director of the United Nations Human Settlements Programme (UN-Habitat).
After the welcome ceremony and a group photo, the heads of delegations proceeded to the forum hall.
