Kyrgyzstan appoints new secretary of Security Council

Bishkek, Feb. 12, 2026 /Kabar/. President Sadyr Zhaparov has signed a decree appointing Adilet Orozbekov as Secretary of the Security Council of the Kyrgyz Republic, the presidential administration reported.

Orozbekov was born in 1978. He graduated from the International University of Kyrgyzstan with a degree in Diplomacy and International Law and later completed studies at the Academy of the Federal Security Service of the Russian Federation.

He is fluent in Kyrgyz, Russian and English. Orozbekov holds the civil service rank of State Counselor of the 1st Class and the military rank of Colonel.

He began his professional career in 2001 within the national security bodies as an operative officer and served in various positions, including senior posts, until 2017.

From 2007 to 2009, he served as Deputy Head of a Department within the Constitutional Order Protection Directorate of the State National Security Service. Between 2009 and 2010, he headed the International Cooperation Department and later served as Deputy Head of the Directorate and Head of the International Cooperation Department of the State Committee for National Security.

From 2012 to 2017, Orozbekov worked as Chief Expert at the Anti-Terrorism Center of the State Committee for National Security.

Since 2017, he has worked in the Ministry of Foreign Affairs and in the Office of the National Coordinator for the Shanghai Cooperation Organization (SCO). From 2017 to 2019, he served as a referent at the SCO Secretariat in Beijing.

In 2023–2024, he worked as an expert at the Situation Center of the Presidential Administration. Since December 2025, he has served as a State Inspector in the Department of Defense, Law Enforcement and Security of the Presidential Administration’s Directorate for Monitoring the Implementation of Decisions of the President and the Cabinet of Ministers.
