Bishkek, Nov. 4, 2026 /Kabar/. Kyrgyzstan plans to have cascade of three small hydropower plants (HPPs) on Chon-Kemin River in the Kemin district of Chui region. There is also the possibility of expanding the project to include four or five plants in the future. Emilbek Orozbaev, Director of the Green Energy Fund told as part of the "Open Cabinet" project.

According to him, the project is being developed in cooperation with Japanese company.

"Japanese company plans to carry out work on a 19-hectare site in Kemin district. Bilateral agreements regarding the project's implementation have already been signed.

The plan for Kemin involves a cascade-style electricity generation system utilizing water resources. Currently, the construction of three small HPPs is planned. If water flow levels are sufficient, preparations are being made to potentially increase the number to four or five," he stated.

The Fund’s director noted that work is currently underway on approximately 80 small HPP projects across the country.

"We are placing a special emphasis on the development of small hydropower plants. They operate around the clock, generating electricity based on water flow. In contrast, solar and wind power generation depend on weather and natural conditions for instance, solar plants do not produce electricity at night," he explained.

The director also added that the construction of these small HPPs prioritizes the conservation of water resources and compliance with environmental standards. According to him, the water that enters a hydroelectric power plant must be returned in its original, pristine state.
