Bishkek, July 2, 2026. /Kabar/. Secretary of the Security Council of Kyrgyzstan Adilet Orozbekov spoke at fourth UN Counter-Terrorism Week in New York.
According to the presidential press service, the presentation was devoted to the topic "The experience of Central Asian countries in the prosecution, rehabilitation, and reintegration of persons returning from conflict zones."
During his speech, Adilet Orozbekov described the system used in Kyrgyzstan for the rehabilitation and reintegration of repatriates returned from war zones.
The Security Council Secretary emphasized that, at the direction of President Sadyr Zhaparov, the country is implementing consistent measures within the national repatriation program, including:
– the Meerim humanitarian mission (2021), during which 79 children were returned from Iraq;
– six stages of the large-scale Operation Aikol (2022-2024), which returned 470 people from Syrian camps, including 150 women and 320 children;
– additional stages of repatriation (2024-2025), increasing the total number of returned citizens to 551.
Adilet Orozbekov noted that Kyrgyzstan emphasizes the principles of protecting the interests of children, so that they are free from stigmatization by others and can successfully coexist in society, enjoying all rights, freedoms, and opportunities.
"In this area, work must be systemic and comprehensive, encompassing aspects such as health, social, psychological, and theological support, improving well-being, employment, integration into society, and ensuring personal security," concluded Security Council Secretary Adilet Orozbekov.
