Bishkek, Sept. 14, 2026. /Kabar/. Kyrgyzstan's public debt is $8.9 billion, of which $5.3 billion is external debt and $3.6 billion is domestic debt, Deputy Minister of Finance and Director of the Central Treasury Umutzhan Amanbaev told at a meeting of the Jogorku Kenesh Committee on Agrarian Policy, Water Resources, Subsoil Use, Ecology, and Environmental Protection.
According to Amanbaev, until 2021, loans were raised to cover budget deficits or repay other debts. Since 2021, at the direction of the Cabinet of Ministers and the head of state, policy has been focused on economic development.
"After ratification, foreign loans are allocated to infrastructure and economic projects. Under agreements with partner countries, approximately 28 billion rubles, and in some areas, approximately 35 billion rubles, are being allocated this year, primarily for the construction of schools and roads. This again contributes to GDP growth, as new jobs are created and tax revenues are collected," he said.
Amanbaev noted that funds are also being allocated to education and healthcare.
"Funds are being used for children's education, improving the quality of education. Investments in healthcare improve the health of the population. If the population is healthy, the economy develops. Therefore, the situation here is improving on all fronts," the deputy minister noted.
According to him, by 2030, the corresponding figure will decrease to 23%, even taking into account the issuance of previous Eurobonds. Amanbayev also discussed the national debt to China. Currently, the debt to China stands at $1.4 billion, and its share of the total debt has fallen to less than 27%. Previously, this figure stood at 40%.
"If we analyze the situation, before the 2020s, the total debt to China amounted to 80-90%, and in certain periods, reached 100% of our budget revenue. According to our analysis, over the past seven months, this figure has fallen to 16%. This means that if we were to fully repay the total debt to China now, it would amount to 16% of our budget. This means we can repay it. We have a mechanism for this," he said.
The committee meeting is attended by ministers and representatives of relevant ministries and agencies.
