Bishkek, Oct. 6, 2026 /Kabar/. International rating agency Moody’s has upgraded the Kyrgyz Republic’s sovereign credit rating from B3 to B2, assigning a "Stable" outlook, Cabinet of Ministers reports.
The rating upgrade reflects the strengthening of the country’s credit profile and the steady performance of key macroeconomic and fiscal indicators.
Moody’s highlighted the country's ongoing economic growth and diversification, rising GDP per capita, large-scale infrastructure investments, and strengthened public finances. Notably, the government debt-to-GDP ratio is declining.
The fiscal policy currently being implemented, aimed at bolstering the budget revenue base and enhancing the efficiency of public finances received a positive assessment.
The Cabinet of Ministers noted that the rating upgrade is the result of consistent economic policy and structural reforms aimed at sustaining growth, developing infrastructure, boosting investment attractiveness, and expanding business activity.
According to the Cabinet, the B2 rating with a "Stable" outlook strengthens Kyrgyzstan’s position in international financial markets, boosts investor confidence, and expands opportunities to secure long-term financing on more favorable terms.
For domestic business, a higher sovereign rating creates new opportunities for Kyrgyz banks and companies to access international capital markets, obtain international credit ratings, and raise funds through Eurobonds and other financial instruments. Thus, the Moody’s rating upgrade serves as recognition of the strengthening of Kyrgyzstan’s economic and financial resilience and creates favorable conditions for attracting international capital and further developing the country's economy.
The investment bank Oppenheimer Europe serves as the official advisor to the Cabinet of Ministers of Kyrgyzstan on international credit ratings, assisting the country in its engagement with international rating agencies and in improving its sovereign credit ratings.
Note: Moody’s Ratings is a leading international rating agency that provides independent assessments of the creditworthiness of sovereign states, financial institutions, and companies. Moody’s ratings are widely used by international investors and financial institutions to assess credit risk and make investment decisions.
