Bishkek, Jan. 20, 2026 /Kabar/. Construction of 27 MW Papan small hydroelectric power plant (SHPP) continues in the Kara-Suu district of Osh oblast.
According to the Ministry of Energy, the following work has been completed:
The construction of an 8-kilometer temporary access road to the hydroelectric power plant building site has been completed;
Land has been allocated for the construction of water intake in the Papan Reservoir basin;
Land allocation and transformation procedures are underway for the construction of a production facility, including the HPP building and a 110 kV outdoor switchgear (OSG-110 kV);
Technical specifications for the use of electricity during construction have been developed and approved;
Land allocation for the installation of supports for the 110 kV overhead power line from the Papan SHPP to the Uzlovaya-Besh-Moinok 110 kV power line is being worked on.
In addition, design and estimate documentation is being developed, a preliminary construction plan has been developed, access to the Papan Reservoir site has been obtained, and engineering surveys are ongoing.
