Personal data protection in Kyrgyzstan being improved

Bishkek, Jan. 28, 2026. /Kabar/. The issue of personal data protection is not just a matter of technology or legislation, but a matter of trust and great responsibility, Almazbek Usenov, Director of the State Agency for Personal Data Protection under the Cabinet of Ministers, told Kabar.

According to him, currently data is used in all areas, including government services, banks, mobile applications, social networks, artificial intelligence systems, and, while making our lives easier, it also creates new risks for privacy and security.

"In today's society, where the volume of data is growing and technologies are rapidly developing, people often do not understand by whom and for what purpose their personal data is being used. Data leaks, cyber incidents, and violations of citizens' rights are becoming more common.

Therefore, within the framework of today's national forum, we are discussing current cyber threats, incident response issues, practical methods of data protection, as well as international experience and standards," Usenov said.

In his speech, he noted that personal data protection is a common task.

"The state establishes rules and guarantees, and businesses are responsible for the safe processing of data. And citizens must know their rights and be able to protect them. Only such approach will allow digital technologies to develop without compromising security and trust. State Agency for Personal Data Protection is consistently working to form a personal data protection system in the country. We are improving legislation, developing control mechanisms, and strengthening interaction with government agencies and businesses.

Today, special attention is paid to the issues of using artificial intelligence and big data. New technologies should be developed taking into account human rights," he said.

It is worth noting that the State Agency for Personal Data Protection under the Cabinet of Ministers is holding a national forum "Information and Security in the Age of Artificial Intelligence" on the occasion of the International Day for the Protection of Personal Data.
