Bishkek, Oct. 3, 2025. /Kabar/. The Cyber ​​Kün 2025 conference, dedicated to the strategic development of cybersecurity and the improvement of legislation in this area, was held in Bishkek. The event was organized by TSARKA Kyrgyzstan with the support of international partners, including Fortinet, e-Governance Academy, and the Digital Resilience Association.

The conference is response to the increasing incidence of cyber fraud and financial risks facing both government agencies and individuals. The goal of the event is to develop effective protection mechanisms and promote the strengthening of the country's digital resilience.

Ilmar Toom, Head of Supervision Estonian Information System Authority, spoke at the conference. His participation is particularly important, as Estonia is recognized as a global leader in e-government and cybersecurity. All countries, including Kyrgyzstan, can think about cybersecurity in terms of risk management and information security standards, Toom noted.

He also added that standards provide a sense of confidence, guarantees, and contribute to ensuring resilience. Work in this area is a process, not a separate project. He emphasized the need to "go back to basics" and view new technologies, including artificial intelligence, as tools. If we're talking about teams working on cybersecurity, they should use these tools precisely in this spirit. Let's look at a simple example: artificial intelligence and a knife. A knife can be used for both good and bad. The same is with artificial intelligence, explained Ilmar Toom.

He also noted that since critical objects are controlled by computer technologies, if an attack using artificial intelligence occurs, it makes sense to use defensive technologies that are also used by artificial intelligence. For example, it's necessary to anticipate the actions of potential attackers one step ahead. We must understand that when it comes to cybersecurity, the entire world is one country. Therefore, close online and real-time cooperation between various international organizations is crucial, he emphasized.
