Bishkek, Dec. 21, 2025. /Kabar/. On December 20, as part of his official visit to Japan, President of the Kyrgyz Republic Sadyr Zhaparov held talks with Prime Minister Sanae Takaichi in Tokyo.
The discussion focused on deepening bilateral cooperation in the political, economic, cultural, and humanitarian spheres, increasing mutual trade and investment, developing cooperation in sustainable and green energy, training and professional development, and expanding cooperation in sports and tourism.
Japanese Prime Minister Sanae Takaichi welcomed the visit of the President of Kyrgyzstan and noted the importance of comprehensive cooperation between the parties.
She praised the documents signed during the visit, including an agreement on the elimination of double taxation and several documents through JICA. Sanae Takaichi noted their commitment to the consistent development of a comprehensive partnership based on respect for the rule of law, ensuring freedom, and strengthening sustainable cooperation.
In turn, President Sadyr Zhaparov expressed gratitude for the invitation to the "Central Asia plus Japan" Dialogue summit and for the warm hospitality extended.
The head of state emphasized his particularly warm memories of his first official visit to Japan in 2023, during which the two sides jointly declared the beginning of a comprehensive partnership in a new era.
He also noted with satisfaction that trade between Kyrgyzstan and Japan has increased in recent years. In this regard, the president proposed intensifying joint work between relevant economic agencies to further expand trade and economic cooperation.
The head of state also emphasized that the development of sustainable energy and renewable energy sources is one of Kyrgyzstan's key priorities. By 2030, the country intends to significantly increase green energy production and commission a number of major energy facilities, including the Kambarata-1 Hydro Power Station.
During the meeting, Sadyr Zhaparov expressed his sincere gratitude to the Government and people of Japan for their long-standing support and contribution to Kyrgyzstan's socioeconomic development.
He noted the significant results of cooperation through the Japan International Cooperation Agency, as well as the importance of training programs, thanks to which many graduates now occupy senior government positions and contribute to the country's development. In this regard, he expressed hope for an increase in the JDS scholarship program quota.
Prime Minister Takaichi noted the importance of establishing an Intergovernmental Commission between Kyrgyzstan and Japan on trade, economy, culture, and human resource exchange.
They also expressed their willingness to cooperate in the fields of green energy, information technology, and artificial intelligence.
The Japanese prime minister mentioned the possibility of cooperation in the early warning of natural hazards. During the meeting, President Sadyr Zhaparov invited the prime minister of Japan to pay an official visit to Kyrgyzstan.
Following the bilateral meeting, the following documents were signed:
- Joint Statement following the meeting between President of the Kyrgyz Republic Sadyr Zhaparov and Prime Minister of Japan Sanae Takaichi on the further development of relations between the Kyrgyz Republic and Japan with the aim of jointly creating mutually beneficial cooperation;
- Agreement between the Kyrgyz Republic and Japan on the elimination of double taxation with respect to taxes on income and the prevention of tax evasion and avoidance;
- Cooperation Program between the Ministry of Foreign Affairs of the Kyrgyz Republic and the Ministry of Foreign Affairs of Japan for 2026-2027;
- Agreement concluded through an exchange of notes between the Cabinet of Ministers of the Kyrgyz Republic and the Government of Japan on the Project "Strengthening the Capacity of the Training Center for Operation and Maintenance of the Electric Grid in the Kyrgyz Republic" and the Grant Agreement between the Cabinet of Ministers of the Kyrgyz Republic and the Japan International Cooperation Agency (JICA) for this Project.
- Agreement concluded through an exchange of notes between the Cabinet of Ministers of the Kyrgyz Republic and the Government of Japan on the Project "Socio-Economic Development Program (Acquisition of Information and Communication Technologies and Scientific Equipment for the Kyrgyz-Japan Center for Human Development)" and the Grant Agreement between the Cabinet of Ministers of the Kyrgyz Republic and the Japan International Cooperation Agency (JICA) on this Project;
- Agreement concluded through an exchange of notes between the Cabinet of Ministers of the Kyrgyz Republic and the Government of Japan on the Project "Improvement of Medical Equipment in Referral Hospitals in the Southern Region of the Kyrgyz Republic" and the Grant Agreement between the Cabinet of Ministers of the Kyrgyz Republic.
